पिंपरी (दि. २४ फेब्रुवारी २०२०) :- पिंपरी चिंचवड महापालिकेकडून आकारण्यात येणाऱ्या मिळकतकर वाढीच्या संदर्भात २००७ सालापुर्वीच्या सर्व रहिवाशी, व्यापारी, वाणिज्य, औद्यागिक व मोकळ्या जागेतील मिळकतींना अडीच पट करवाढ करण्याचा निर्णय महापालिका आयुक्त हर्डीकर यांनी आपल्या अधिकार कक्षेत घेतलेला आहे. या मिळकत कराची १ एप्रिल २०२० पासून प्रत्यक्ष अंमलबजावणी होणार आहे. याबातीत ‘मिळकत करवाढीचा विषय गुरुवारी (दि. २० फेब्रुवारी) रोजी महानगरपालिकेच्या सर्वसाधारण सभेने जरी फेटाळली, तरी मी माझ्या अधिकारात ही करवाढ लागू करेल’, असा पवित्रा महापालिका आयुक्त श्रावण हर्डीकर यांनी घेतलेला होता. या मिळकत करवाढीला पिंपरी चिंचवड शहर मनसेने तीव्र विरोध केला असून, शहर मनसेचे अध्यक्ष तथा मनसे गटनेता सचिन चिखले यांनी अन्यायकारक मिळकत करवाढ रद्द करण्यात यावी, अशी भूमिका घेत, महापालिका आयुक्त हर्डीकर यांना निवेदन दिले आहे.
या निवेदनात शहराध्यक्ष सचिन चिखले यांनी म्हटले आहे की, आशिया खंडातील सर्वात श्रींमत महापालिका म्हणून पिंपरी चिंचवड महापालिकेचा उल्लेख होतो. महापालिके अंतर्गत शहरातील नागरिकांना माफक दरात रस्ते, वीज, ड्रेनेज सुविधा, स्वच्छता, कचरा व्यवस्थापन, प्राथमिक शिक्षण व प्राथमिक आरोग्य सुविधा देणे हे प्रशासनाचे कर्तव्य व जबाबदारी आहे. मात्र, महापालिका प्रशासन व सत्ताधारी भाजप या भूमिकेपासून कोसो दूर आहेत. वाढीव निविदा, भ्रष्टाचार, घोटाळे व यात सत्ताधाऱ्यांना प्रशासनाची साथ, यामुळे करवाढीसारखी सुपीक कल्पना या निष्क्रिय प्रशासकीय अधिकाऱ्यांकडून पुढे येते अनं, जनतेच्या कल्याणाचे कोणतेही सोयरेसुतक नसलेले सत्ताधारी यास खतपाणी घालताना दिसतात. या अशा सुपीक धोरणामुळेच दरवर्षी प्रमाणिकपणे कर भरणा-या २००७ सालापुर्वीच्या सर्व मिळकतधारकांवर आयुक्त अन्यायकारक अडीचपट करवाढ लादू इच्छित आहेत. मुळातच शहरातील प्रलंबित अनधिकृत बांधकामं, शास्तीकर, रिंग रोड यासारख्या भयाण राक्षसांनी जनतेपुढे केवळ चिंतेचे भूत उभे केले असताना, त्यांना सहानुभूती वगैरे शब्द बाजूला ठेवीत, त्यांच्यापुढे केवळ समस्यांचा डोंगरच कसा उभा राहील, अशा पद्धतीचे काम महापालिका प्रशासन व निष्क्रिय भाजप करताना दिसत आहे. ही बाब खेदाची म्हणावी लागेल. या निर्णयामुळे शहरातील २ लाख २४ हजार व त्यापेक्षा अधिक जुन्या निवासी व बिगरनिवासी मिळकतधारकांना फटका बसणार आहे.
महाराष्ट्र महापालिका अधिनियमातील कलम ९९ नुसार कराचा दर निश्चित करण्याचा अधिकार महापालिका सभेचा असतो. काही नगरसेवकही या बाबतीत अनभीज्ञ आहेत? ही करवाढ करयोग्य मुल्य पध्दत आणि भांडवली मुल्य पध्दत अशा दोन पध्दतीने सुचविण्यात आली आहे. शहरातील वास्तविक परिस्थिती लक्षात न घेता, बेरोजगारी, आर्थिक मंदी, महागाई यासारख्या दुष्ट चक्रात पिचलेल्या नागरिकांच्या सहानभूतीचा विचार न करता, महापालिका आयुक्त मनमानी पद्धतीने ही मिळकत करवाढ शहरातील नागरिकांच्या माथी मारत आहेत.
आयुक्तांनी सर्वप्रथम शहरातील नागरिकांचे हित लक्षात घेऊन, मिळकतकराबाबत सर्वमान्य व हिताचा निर्णय घ्यावा. शहराचा विकास होतच राहणार. मात्र, विकासकामांसाठी निघणारे टेंडर, निविदा व त्यासाठीची नियमावली ही पारदर्शक पद्धतीने आमलात आणली जाते? त्यात भ्रष्टाचार, घोटाळे होतात? याकडे आधी लक्ष द्यावे. यात कसूर झाल्यामुळेच विविध प्रकल्पांसाठीच्या वाढीव खर्चास मान्यता देऊन, त्या खर्चाची तुट निर्माण केली जाते. ही तुट मिळकतकरासारख्या माध्यमातून जनतेच्या माथी मारली जात आहे. यापुढे हा प्रकार खपवून घेतला जाणार नाही. शहर मनसे आपणास योग्य ती जागा दाखविल्याशिवाय राहणार नाही. तूर्तास सर्वसामान्य नागरिकांचा विचार करून २००७ सालापुर्वीच्या सर्व रहिवाशी, व्यापारी, वाणिज्य, औद्यागिक व मोकळ्या जागेतील मिळकतींना आकारणारा अडीच पट करवाढीचा विषय म्यान करा व सर्वसामान्य नागरिकांना दिलासा द्या. अन्यथा येत्या आठ दिवसात अन्यायकारक मिळकत करवाढीचा विषय रद्द न झाल्यास खळ-खट्याक आंदोलनाच्या माध्यमातून आपणास मनसेची ताकद दाखविली जाईल, असे या निवेदनात सचिन चिखले यांनी म्हटले आहे.
